I can't say I know much of what's going on, what with the language barrier, but apparently Mutsuki is possessed by this woman claiming to be the Queen of the Universe (with a kiss) and following that she amasses an army (again, with kisses.)

Her initial role is comical; she chases Iceman in order to tranform him into some grotesque, yet obedient monster. Eventually, however, she gains some relevance.
